Three Rounds of Public Involvement

The Environmental Assessment Team is planning a total of three rounds of Public Involvement as an important component of our Environmental Assessment Process. Round One began in January of 2004 and concluded in March of 2004.

"Hearing from you, Learning from you"

The theme during Round One was "Hearing from you, Learning from you". The goal of this round of consultation was to present general information regarding the concepts involved with the proposed Floodway Expansion, and to receive feedback from the public on issues, interests, and concerns associated with the proposed expansion.

TetrES/InterGroup created several information packages and held several sets of meetings and Open Houses in an effort to both provide information regarding the proposal and receive feedback from members of the public. Six main information packages and public contact opportunities were provided in Round One, including:

Environmental Assessment Website: In early January, TetrES/InterGroup launched this website to provide current information regarding the Environmental Assessment of the Proposed Floodway Expansion. The website offers subscriptions to free e-mail notification services which notify subscribers of pending public meetings, updates of new information for this website, or both.

Round One Newsletter: In January, an eight-page introductory newsletter was released to the public and distributed at all Environmental Assessment Team Public Meetings. Newsletter #1 included discussion on topics such as:

  • Project Features
  • Project Components
  • Potential Effects
  • Regulatory Approvals for the Project
  • Environmental Assessment and Public Involvement Programs
  • Open Houses and Feedback

The Newsletter was also made available on this website and is downloadable here. You need the free Adobe Acrobat reader available from Adobe here. TetrES/InterGroup intends to create two more newsletters corresponding with the remaining two rounds of Public Involvement.

Meetings with Rural Municipality and City Councils: During January and February, 2004, TetrES/InterGroup requested meetings with RM and City Councils for communities within the Study Zone for the Proposed Floodway Expansion. In these meetings, TetrES/InterGroup provided Council members with an overview of concepts associated with the preliminary conceptual design of the Proposed Floodway Expansion. TetrES/InterGroup also solicited and received feedback from these Councils, recording all issues and concerns expressed in these meetings. The notes from these meetings are available to you to review on this site. These notes were developed by TetrES/InterGroup, then provided to the Councils themselves to review for accuracy prior to releasing them to the public.

Meetings with Interested Stakeholders: During January and February, 2004, TetrES/InterGroup requested meetings groups and organizations identified as interested stakeholders in the Proposed Floodway Expansion. These groups represent a very broad range of interests, including groups that represent causes such as animal welfare, agricultural interests, environmental groups, recreational and/or sport groups and individuals who have expressed their interest as a stakeholder in the Proposed Floodway Expansion. These meetings provided the stakeholders with information presented in the Public Open Houses to a smaller audience, and involved question and answer sessions in a dinner meeting setting.

All questions, answers, and issues raised were recorded by the study team and notes from these sessions are provided for your information below. TetrES/InterGroup completed their notes from these meetings, then we provided our notes to the participating stakeholders to review for accuracy prior to releasing the records of these meetings to the public. This process ensures that TetrES/InterGroup and the Stakeholders agree on the accuracy of the content recorded from these meetings. Public Open Houses: During February and March, 2004, TetrES/InterGroup conducted four Open Houses in Ste. Agathe, Selkirk, Dugald, and Winnipeg. The Open Houses were advertised in both Winnipeg Newspapers, Community Newspapers and selected rural publications. Each Open House ran during the hours of 4 to 8 pm and was followed by a moderated Question and Answer session that started at 8 pm and lasted until all public questions were answered. All concerns and issues raised at these Open House events were recorded and a list of issues raised during the Open Houses will be provided to the public on this website in before Round Two of the Public Involvement begins in June.

Public Contact: From the moment TetrES/InterGroup initiated Round One of the Public Involvement Process, feedback from the public has been encouraged. The Environmental Assessment Team has received feedback via telephone calls, letters, and e-mail from individual members of the public and has responded to requests for futher information. To this date, over 300 individuals have registered their concerns with the TetrES/InterGroup Environmental Assessment Team.

Round 1 Meetings with RM, Town and City Councils

The Environmental Assessment Team has met with several Councils representing Rural Municipalities, Towns and Cities within the Study Area. The focus of these sessions was to receive feedback from participants to identify issues which should be considered in the Environmental Assessment of the Proposed Floodway Expansion. We believe the issues raised in these sessions may be of interest to you, so we are providing notes from these sessions here for you to get an understanding about what issues were raised in different councils within the Study Area. Each file below is a summary of issues raised at each Council Meeting. Each Council has also reviewed these summaries prior to us making them available here to ensure we have captured their thoughts accurately.
